Mr. Contreras has over 38 years of Civil, Electrical & Mechanical engineering experience in planning, design, project management, and construction management, as well as quality assurance on water and wastewater plant and pump station construction projects.
Mr. Contreras has spent 37 years, working for Dallas water Utilities (DWU) designing and managing water facilities construction projects. He has designed electrical medium voltage systems, upgrade various pump stations electrical installations, and has extensive experience in utility coordination. He has managed various water Facilities improvements projects, and his recent engineering contract was more than $10 million in water facilities improvements, in the Bachman Water Treatment Plant upgrade & expansion which resulted over 120 million dollars of construction

EXPERIENCE
•Mr. Contreras designed Electrical & Mechanical improvements adding & replacing new pump- units at the South Cliff Pump Station, Walnut Hill Pump Station, and Beltwood Pump Station, totaling various million dollars.
•Managed the construction of Phase I Improvements at the White Rock Wastewater Treatment Facility, Raw Sewage Lift Pump Station & the Effluent Pump Station, totaling over 80 million dollars.
•Managed design & construction of Bachman Water Treatment Plant Phase II – Rehabilitation Improvements that comprised 3 construction contracts. Flocculation basins & replaced existing equipment added new polymer feed facilities, upgrade partial electric facilities and built a new chlorine facility totaling 18 million dollars.
•Managed the design & construction of Bachman Water Treatment Plant Phase II – Hydraulic Improvements Project to expand the plant to 150 MGD production. This project comprises of 6 construction contracts. Low Service Pump Station: 160 MGD capacity, 72” Raw Water Pipeline: open cut & tunneling construction, Filter Improvements, New Secondary Settling Basin & Electric Improvements, Ozone Facilities & High Service Pump Station, New Clearwell Reservoir & a new 500 MG Wash Water Tank Reservoir. The construction of these facilities involved Electric Systems, Chemical Feed Systems, and Process Control & SCADA Systems, including the installation of erosion control along the shoreline of the Bachman plant. The cost of this project is approximately 120 million dollars.
